It was originally announced in 2008 That the Philadelphia Temple would be built in downtown Philadelphia, on North Broad Street between Hamilton Street and Noble Street. map
On November 19th, 2009 the location was announced as 1739 Vine Street.
The reason for the change was contamination suggested in December 2009 on Philly.com in an interview with Elder Smith.

Land for Temple under dispute.
Ground Breaking for Spring.
No word on ground breaking but drawings are under review. It was stated at the area Priest/Laurel activity that it is still expected to be done in 2013. The church bought the parking lot across the street for $12M. Also, Rome Temple announced at same time has started construction. (See article)
Still under review, but proposed architecture not being released. Hoping for September ceremonial ground breaking with dedication in 2014. Possible stake center or visitor's center on other lot.
It was announced tonight (in a meeting) that an "Invitation Only" ceremonial
ground breaking will be held Saturday 17 Sept., the 224th anniversary of the signing of the Constitution The drawings are expected to be approved and publicly released at that time. They are trying to get it broadcast to LDS stake centers in the area.
During a VIP event before the Tabernacle Choir on Thurs, the drawings were displayed. It is 60,000 sq ft, 209 feet high with the angel Moroni statue, has 4 floors, a basement and 2 spires and is uniquely Philadelphia.
There is no contractor, no building permits, and no approved internal plans.
Plans are now for construction to start in March or April 2012 with the dedication in 2014. A multi-stake youth celebration is also being planned. One Stake President said there are 500 tickets for 8 Stakes; that is about 62 per Stake.
Announced that broadcast to buildings with satellite equipment in all 8 stakes will be at 10am. President Eyring will preside.

Fall Groundbreaking Expected (Article)
Excavation started at the beginning of January. It appears to be about 3/4ths of the way done. See images of what has been done on the excavation page.
Construction has started on 2-story underground parking garage. Cement is being poured for floors and walls as of 19 Sept. See images on construction page . There is a trailer now serving as a mini-Visitor's Center (see link above for photos) complete with a missionary couple to answer questions. Added a page for features inside the Temple.
